To some extent, yes—it shows the velocity dispersions are mostly subsonic, which is also evident from Figure 2 b if you calculate $c_{s,ave}=.2\;\rm{km/s}$ and see that most of the region has lower values than this. But Figure 3 shows you just how much of the region doesn’t (i.e. is supersonic), and that most of the bits that are supersonic are near the young stellar object (YSO).
